Todd L. Carpenter is a seasoned professional with deep expertise in insurance, risk management, aviation, travel regulation, and law. With more than 25 years of leadership experience across the U.S. and international markets, he has built a career at the intersection of risk, compliance, and operational excellence.

Currently serving as Insurance & Risk Management Paralegal at Signature Aviation, Todd manages complex insurance programs for a global network of over 200 private aviation terminals. He partners with underwriters, brokers, and executives to analyze policies, mitigate risks, oversee claims, and provide insurance due diligence for mergers, acquisitions, and new aviation technologies.

Earlier in his career, Todd founded and led TTA Management / Travel Trust Association (UK), where he created innovative financial protection systems for the travel industry, managed over £2 billion in transactions, investigated fraud, and advised government regulators in the UK and European Union on aviation and consumer protection law. He also has experience as an independent insurance agent, advising clients on life, health, property, and casualty risks, as well as a paralegal/office manager, where he streamlined law firm operations and improved efficiency through the adoption of technology.
